Off-Grid Living in Smyrna, Maine

Smyrna is a small town in Aroostook County, Maine, population 439 as of the 2020 census, and honestly, it's one of the tougher towns I've researched for off-grid specifics because so little of its local ordinance material is posted online. I want to be upfront about that rather than paper over the gaps.

Zoning. In Maine, zoning and land-use authority sits with the municipality, not the state or county, that's a settled point of state law. But whether Smyrna itself has adopted a zoning or land-use ordinance, I could not confirm from any official source. A University of Maine law library guide to Aroostook County ordinances lists Smyrna among towns where researchers are told to "contact the town clerk," which suggests the ordinance (if one exists) isn't published online, not that Smyrna is necessarily unzoned. You'll need to call the Smyrna Town Office directly to find out.

Dwellings, tiny homes, RVs. No Smyrna-specific rule on dwelling types, minimum square footage, or RV/tiny-home occupancy turned up in my research. Don't assume either way, ask the town.

Building codes. Maine's statewide building code (MUBEC) is mandatory only for municipalities with 4,000 or more residents. Well construction and siting fall under Maine's Water Well Commission rules. I found no Smyrna-specific ordinance adding restrictions on top of the state baseline for any of these.

Rainwater harvesting and utility disconnection. I found no state or Smyrna rule explicitly permitting or restricting rainwater collection, nor any rule barring off-grid utility disconnection. That's "unclear" rather than "prohibited," it just hasn't been addressed in what's publicly available.

Bottom line for planning purposes: Maine's state-level rules on septic, wells, and code enforcement certification apply as a baseline everywhere, including Smyrna. But the town-level layer, zoning, permits, dwelling rules, is a blank I couldn't fill from official sources. Given Smyrna's tiny size, it's entirely possible the town has minimal or no formal zoning, but I'm not going to guess. Call the Town Office before you buy land or start building.
