Off-Grid Living in New Sweden, Maine

I'll level with you up front: New Sweden, Maine is a tiny (population under 600), rural Aroostook County town, and my research turned up surprisingly little in the way of an official town website or published zoning ordinance. What I found was the Maine Secretary of State's municipal directory listing and a state-produced Comprehensive Plan hosted by the Maine Department of Agriculture, Conservation and Forestry (DACF). A Comprehensive Plan is a planning document, not a zoning ordinance, so I can't tell you from that alone what's allowed on a given parcel.

Zoning and land use. No adopted zoning ordinance or zoning map for New Sweden turned up in my search. Maine law gives land-use control to individual towns, and small organized towns sometimes go without formal zoning altogether. I'm treating New Sweden as possibly unzoned or lightly regulated, but that's a guess, not a confirmed fact. Call the Town Office before you assume anything about raw land use, dwelling placement, or subdividing.

Dwellings, tiny homes, RVs, and building permits. I found nothing specific to New Sweden on minimum dwelling sizes, tiny homes, or RV living, and nothing confirming whether the town has adopted Maine's Uniform Building and Energy Code (MUBEC). Maine law lets towns under 4,000 residents opt out of MUBEC, so New Sweden may or may not enforce a building code at all. This is a "call and ask" situation, not one I can settle from the record.

Septic and greywater. Here the state fills the gap: Maine's Subsurface Wastewater Disposal Rules, administered through the Maine CDC and enforced locally via each town's Local Plumbing Inspector, govern septic systems, composting toilets, and greywater disposal statewide. I found no New Sweden-specific restriction on top of that baseline, so state rules should apply, but always confirm who your Local Plumbing Inspector is through the Town Office.

Wells. Private well drilling and pump installation fall under Maine's statewide well construction rules, run through Maine CDC's Drinking Water Program. No town-specific well ordinance for New Sweden showed up in my search.

Rainwater harvesting and utility disconnection. I couldn't find any state or town rule directly addressing rainwater collection or living off the electric/water grid entirely. That doesn't mean it's banned, it just means I couldn't confirm a rule either way. Any practical requirements would likely flow through septic and well permitting rather than a standalone "off-grid" ordinance.

Bottom line for research purposes: New Sweden looks like the kind of small Maine town where the state fills in most of the rulebook (septic, wells, plumbing) and the town itself may have minimal or no separate zoning and building code apparatus, but I have not confirmed that with the Town Office directly, and neither should you skip that call.
