Off-Grid Living in Linneus, Maine

I'll be upfront with you: Linneus, Maine is one of those small Aroostook County towns that doesn't have much of a web presence. There's no Municode or eCode360 page for it, no town-hosted zoning ordinance PDF I could find, nothing like that. So a lot of what follows is "here's the state baseline, and here's who to call in town to fill in the gaps." I'm researching this from official sources, not living it myself, so treat the "not confirmed" items as homework for a phone call, not a green light.

Zoning. Maine doesn't force towns to have general zoning, but it does force every organized town, including Linneus, to have a shoreland zoning ordinance under the state's Mandatory Shoreland Zoning Act. That covers land within 250 feet of great ponds and rivers, and within 75 feet of certain streams. Outside that shoreland strip, whether Linneus has adopted its own townwide zoning covering things like raw-land occupancy isn't something I could confirm from official sources. The Town Office is your first call.

Dwellings, tiny homes, RVs. No Linneus-specific rule on minimum dwelling size, tiny homes, or RV living turned up anywhere official. This is going to be a local-ordinance-and-code-enforcement-officer question, not a state one.

Building permits. Maine's Uniform Building and Energy Code (MUBEC) applies statewide but small towns under a population threshold can opt out of parts of it. I couldn't confirm whether Linneus has adopted MUBEC. What is confirmed: state law (30-A M.R.S. §4451) says a municipal Code Enforcement Officer handles shoreland zoning, land use, plumbing, septic, and building standards enforcement. Linneus should have one; ask the Town Office who currently holds that role.

Septic and composting toilets. This one's on firmer ground. Every Maine town, including Linneus, is required to have a Local Plumbing Inspector, appointed by the town but licensed by the state, who reviews septic permit applications and inspects installations under Maine's statewide Subsurface Wastewater Disposal Rules. So septic systems are permitted and regulated, just administered locally through that inspector.

Greywater. Same framework as septic, greywater systems fall under the state's Subsurface Wastewater Disposal Rules, administered through the town's Local Plumbing Inspector. No Linneus-specific restriction found.

Rainwater harvesting. Nothing at the state or town level restricts this that I could find, but nothing explicitly addresses it either. It's genuinely unclear rather than affirmatively permitted or restricted.

Wells. No Linneus-specific well ordinance surfaced. Maine's statewide well construction standards would apply as the baseline.

Off-grid utility disconnection. No explicit ordinance either way. In practice, this tends to hinge on whatever the CEO requires through septic, well, and building sign-off rather than a standalone "you must connect to utilities" rule.

Bottom line: Linneus gives you a lot of "probably fine, but confirm locally" answers. The state rules around septic and shoreland zoning are solid and confirmed; everything else runs through the Linneus Town Office and its Code Enforcement Officer, whose name I couldn't pin down from official sources. Call them before you buy land or start building.
