Off-Grid Living in Littleton, Maine

I'll be upfront: this one was tougher than most. When I went looking for Littleton, Maine's own zoning ordinance, planning page, or a named Code Enforcement Officer, my searches kept surfacing the much more web-visible Littletons in New Hampshire, Massachusetts, and Colorado, plus generic directory listings for this small Aroostook County town (population under 1,000). I could not find an official town website, code host, or ordinance text for Littleton, ME. So a fair amount of what follows is "call and ask" rather than "here's the rule," and I want to be honest about that rather than guess at ordinance numbers that don't exist in my notes.

Plenty of small rural Aroostook County towns this size get by with minimal or no zoning ordinance, but I can't confirm that's the case in Littleton specifically. You need to call the Town Office to find out whether any land use ordinance is even on the books.

Dwellings, tiny homes, RVs. Not confirmed. No local ordinance language turned up addressing tiny homes, RVs, or temporary/seasonal dwellings. Again, the Town Office is your source.

Building permits and codes. Maine sets the statewide framework here. Under state law (30-A M.R.S. § 4451), a Code Enforcement Officer (CEO) is the person a municipality employs to enforce state-enabling laws and local ordinances covering shoreland zoning, land use, plumbing, subsurface wastewater disposal, and building standards. Whether Littleton has adopted the state's MUBEC building code beyond whatever the small-town threshold requires, and whether it has its own building permit process, wasn't confirmed in what I could find. Ask the Town Office who the CEO is and what applies.

Septic and composting toilets. Septic systems are permitted and regulated statewide under Maine's Subsurface Wastewater Disposal Rules, administered locally by each town's CEO, who must be separately certified for wastewater disposal work. Living off-grid / disconnected from utilities. Not confirmed. No ordinance addressing off-grid or utility-disconnected living turned up for Littleton, and this is a genuinely gray area in much of rural Maine generally. The same CEO office would be the enforcement contact if any rule exists.

Bottom line: for a town this size with no public zoning presence online, your fastest and really only reliable path is a phone call to the Littleton Town Office.
