Off-Grid Living in Hammond, Maine

I'll be straight with you: Hammond, Maine is one of the toughest towns I've researched for this site. It's a tiny organized town in Aroostook County (population under 100), and despite digging through state legislature databases, county records, and general searches, I could not find an official Town of Hammond website, ordinance text, or code enforcement listing. That's not unusual for a town this small in Maine, plenty of them run out of a physical town office with no web presence, and either haven't adopted zoning at all or just haven't digitized what they have.

Zoning and land use. Whether Hammond has adopted any zoning, shoreland, or minimum lot size ordinance is not confirmed from official sources. Maine state law (Title 30-A) allows towns like Hammond to adopt targeted ordinances even without a full comprehensive plan, things like shoreland zoning, flood hazard, subdivision, or minimum lot size rules, but I found no evidence one way or the other on whether Hammond has done so. You'd need to call the town office directly to find out.

Dwellings, tiny homes, RVs. No Hammond-specific rule turned up. If the town has no zoning ordinance, there may be no formal restriction, but that's a guess, not a confirmed fact.

Building codes. Here's a solid state-level fact: Maine only requires towns over 4,000 residents to enforce the Maine Uniform Building and Energy Code (MUBEC). Hammond is well under that threshold, so it's not required to enforce MUBEC, and the state actually bars small towns from substituting some other homegrown building code instead.
