Off-Grid Living in Blaine, Maine

I'll be straight with you: I could not find an official Town of Blaine, Maine website, zoning ordinance, or code enforcement page anywhere in my research this round. What turned up were Wikipedia entries, genealogy sites, and directory listings, none of which I trust enough to cite for legal specifics. So this brief is shorter and more hedged than most of my off-grid guides, and I'd rather tell you that plainly than pretend I know more than I do.

Zoning. I can't confirm whether Blaine has adopted a local zoning ordinance at all. Plenty of small rural Maine towns of similar size are unzoned outside of shoreland areas, but I have no Blaine-specific ordinance, planning board page, or GIS zoning map to point to. What I can tell you with confidence is that every Maine municipality, zoned or not, falls under the state's Mandatory Shoreland Zoning Act for land near water bodies, streams, and wetlands. That's a state rule administered locally, so if your land touches water, assume shoreland rules apply and confirm with the town.

Dwellings, tiny homes, and RVs. No Blaine-specific rule found on minimum dwelling size, tiny homes, or living in an RV full time. This varies town to town in Maine, so don't assume Blaine follows what a neighboring town does.

Building permits and codes. Maine law (30-A M.R.S. §4451, per the state) defines a Code Enforcement Officer as the person a municipality employs to enforce shoreland zoning, land use, plumbing, septic, and building standards. The statewide building code (MUBEC) is mandatory only for towns above a certain population threshold, and Blaine is small enough that it may or may not have opted in. I could not confirm Blaine's CEO or whether MUBEC applies locally, so this is a call-and-ask situation.

Septic and composting toilets. Maine's Subsurface Wastewater Disposal Rules are a statewide baseline, administered locally by a certified Local Plumbing Inspector. That system permits septic and, under the state rules, composting/alternative toilets, but I don't have Blaine's specific plumbing inspector contact to confirm local administration.

Greywater. Same state system as septic, locally administered. No Blaine-specific wrinkle found.

Rainwater harvesting and private wells. No state or local restriction turned up for either. Maine's Water Well Commission rules apply statewide to private wells, and I found nothing suggesting Blaine restricts rainwater collection, but I also found no Blaine-specific confirmation either way.

Off-grid utility disconnection. No ordinance found addressing this directly in Blaine, and this remains a genuinely gray area in much of rural Maine.

Bottom line: almost everything here defaults to Maine's state baseline because I couldn't verify Blaine's local layer. Before you buy land or build, call the Blaine Town Office directly and ask who serves as Code Enforcement Officer and Local Plumbing Inspector, and whether the town has adopted zoning or MUBEC.
