Off-Grid Living in Winn Parish, Louisiana

If you're eyeing a piece of land in Winn Parish, Louisiana for an off-grid setup, here's what I can actually confirm, and what I can't.

Zoning. The Winn Parish Police Jury has adopted a "Planning & Zoning" chapter in its Code of Ordinances (Chapter 22), which tells me the parish isn't a total zoning-free zone, but I could not pull the actual district maps or use restrictions from the Municode page despite finding the right chapter. If you're looking at unincorporated parish land, call the Police Jury directly. If your parcel sits inside one of the parish's incorporated places (Winnfield is the city seat; there's also a town and four villages), that municipality likely runs its own separate zoning, so you'd need to check with that town's office too, not just the parish.

Dwellings, tiny homes, RVs. I found nothing Winn Parish-specific on minimum house size, tiny home siting, or RV/THOW rules. Louisiana runs on the LSUCC (based on the IRC, with Appendix Q for tiny homes) statewide, and absent a confirmed parish exception, that's your baseline. Ask the Police Jury permit office whether any local siting rules apply.

Building permits. This one's solid: the Winn Parish Police Jury itself issues building and electrical permits, and you apply in person, by fax, or email through the Police Jury office in Room 102 of the Winn Parish Courthouse.
