Off-Grid Living in Cameron Parish, Louisiana

Cameron Parish is about as rural as Louisiana gets, but "no zoning" doesn't mean "no permits." I've been digging through the Police Jury's ordinances, and here's my honest read.

There's no traditional zoning map here like you'd see in a city or suburban parish. Instead, because nearly the whole parish sits in high-risk flood zones (VE and AE), the Cameron Parish Police Jury regulates land use through a Development Permit system tied to its Flood Damage Prevention ordinance and a Coastal Zone Program. Practically speaking, that means before you build anything, move in a manufactured home, RV, or modular home, or even remodel, you need to go through the Planning and Development Office and get a Development Permit. This isn't optional paperwork, it's how the parish enforces flood-safe siting since it lacks conventional use-district zoning.

On dwellings: there's no separate "tiny home" category that I could confirm, but the parish's own permit list names Manufactured Home, Modular Home, and RV permits explicitly. Whatever you place has to meet flood-elevation requirements for its zone, and I did not find anything addressing Appendix Q tiny homes or THOWs specifically, so ask the Planning office directly if that's your plan.

Building codes are enforced parish-wide by the Cameron Parish Building Official, who administers the state-adopted codes (Louisiana State Uniform Construction Code, IRC, IBC for commercial, plus the NEC, state plumbing code, mechanical, and fuel gas codes). Nearly any construction, alteration, or move of a structure requires a permit from that office, and fees apply.

Septic is where things get state-heavy: the Louisiana Department of Health, through its Cameron Health Unit/Sanitarian, permits and inspects onsite wastewater under the statewide Sanitary Code. There is a self-install allowance for non-mechanical septic systems if you personally do the installation yourself (no hired unlicensed labor). I found no parish or state document that separately legalizes composting toilets as a stand-alone system, so that's unconfirmed territory, worth a direct call to LDH.

Greywater reuse and rainwater harvesting don't have Cameron-specific rules that I could find. Greywater appears to fall back to the state plumbing code baseline, and rainwater harvesting seems unrestricted at both parish and state level, but I'd call it "not confirmed beyond the baseline" rather than a clean green light.

Private wells are a state matter (Louisiana Office of Conservation for construction, LDH for water sampling support), and I didn't find a Cameron Parish-specific well ordinance. Same story for utility disconnection: no parish ordinance requires hookup to electric or water/sewer service as a condition of living there, so this looks like it inherits the state's general silence on the matter.

Bottom line: this is a permit-heavy, flood-driven system rather than a classic zoning code, so the Planning and Development Office and the Building Official are your two most important calls before you do anything.
