Off-Grid Living in Evangeline Parish, Louisiana

I've been digging into what off-grid living actually looks like in Evangeline Parish, Louisiana, and the short version is: this is one of the least zoning-heavy places I've researched, but that doesn't mean it's a free-for-all.

Zoning. Louisiana state law (La. R.S. 33:140-207) lets parishes adopt zoning, but doesn't require it. Evangeline Parish's own Code of Ordinances, hosted on Municode, has chapters for building code, health/sanitation, and subdivisions, but I couldn't find a standalone zoning chapter for unincorporated parish land. That points to the parish relying mainly on subdivision regulations rather than comprehensive zoning out in the country. Incorporated towns like Ville Platte, Basile, Mamou, Pine Prairie, and Turkey Creek may run their own separate zoning and permitting, so if your land sits inside one of those town limits, everything I say here about "the parish" doesn't apply, call city hall instead.

Dwellings, tiny homes, RVs. I found no parish-specific rule addressing tiny houses, THOWs, or RV living. The Police Jury's Permit Secretary handles permits for new construction, additions, remodeling, and moving mobile homes, so any manufactured or mobile home placement runs through that office, but I couldn't confirm specific size or occupancy standards. Worth a direct call before you commit to a plan.

Building permits. In unincorporated parish land, the Police Jury issues permits through its Building Code chapter, which implements Louisiana's state-adopted construction code framework. Inside towns, the municipality handles its own permits separately.

Septic. This one's firmly state-level: Louisiana Department of Health's Bureau of Sanitarian Services, working through the Evangeline Parish Health Unit, permits septic systems. Notably, the state does allow an owner to install their own non-mechanical septic system for personal use, as long as they do the actual work themselves rather than hiring an unlicensed installer. All residential treatment plants need an ID tag from LDH.

Greywater and rainwater. I didn't find any parish ordinance touching greywater reuse, so it falls under the state Plumbing Code's nonpotable water reuse provisions by default. Rainwater harvesting looks genuinely open, no parish restriction turned up, and it falls under the same Building Code chapter that pulls in the state plumbing code.

Wells. Private wells are a state matter, run through the Department of Health and Office of Conservation. No parish-specific well ordinance surfaced in my search, so the Health Unit is your local contact.

Utilities. I found nothing requiring parish residents to hook into public utilities. The Police Jury has been working on things like Ward 1 sewer system compliance, but that's about administering public sewer districts, not mandating individual hookups.

Bottom line: Evangeline Parish leans on the state baseline for most things, and its own ordinances are thin outside building and subdivision rules. That's good news for flexibility, but it also means a lot rides on informal answers from the Permit Secretary and Health Unit, so confirm everything directly before you buy or build.
