Off-Grid Living in Claiborne Parish, Louisiana

I'll be upfront: Claiborne Parish, Louisiana didn't give up a lot of parish-specific paperwork in my research. That's not unusual for rural north Louisiana parishes, but it means most of what I can tell you here is "here's the state baseline, and here's who to call locally to confirm it applies the same way in Claiborne."

Zoning. I could not find a distinct, publicly posted parish-wide zoning ordinance for Claiborne Parish, either on the Police Jury's own site or on the parish's Municode code host. Louisiana doesn't have a statewide zoning statute, so land use control, where it exists, is typically a parish or town decision. My best read is that if there's meaningful zoning here, it's more likely to live at the town level (Homer, Haynesville, Athens, Junction City, Lisbon) than at the parish level, but I'd call the Police Jury to check before you buy raw land.

Dwellings, tiny homes, RVs. Same story, not confirmed. The Police Jury runs a Building Permit Office, but I didn't find posted rules on minimum dwelling size, RV occupancy, or manufactured-home siting on their permits page.

Building permits. This one I can confirm: the Claiborne Parish Police Jury operates a Building Permit Office out of Homer, and Louisiana's statewide construction code (administered by the LSUCC) is the governing code. If you're building anything, that office is your starting point.

Septic. Louisiana runs onsite sewage permitting through parish health units under the Louisiana Department of Health, and Claiborne has its own Health Unit / Sanitarian Services office in Homer. Statewide, LDH says 57 of 64 parishes have enacted their own onsite sewage ordinances; I could not confirm whether Claiborne is one of them, so treat septic as regulated but confirm specifics with the local sanitarian. Composting toilets aren't addressed anywhere I found, official or otherwise, so I'd ask the health unit directly before counting on one.

Greywater and rainwater. No parish-specific rules turned up for either. Greywater would default to Louisiana's statewide plumbing code as administered by LSUCC and LDH; rainwater harvesting isn't restricted by anything I found, and state guidance generally treats it as permitted and separate from greywater rules.

Wells. No parish-specific well ordinance or water authority surfaced. Louisiana's well construction and registration program, run through the state (with LDH's Private Water Well Initiative offering water testing help), appears to be the operative framework here.

Utility disconnection. No Claiborne ordinance requiring hookup to electric, water, or sewer to live on a property was found. State law generally doesn't force a connection, so living off-grid on the utilities front looks workable, but again, unconfirmed at the parish level.

Bottom line: Claiborne Parish's official web presence is thin on off-grid specifics. The building and septic offices are real and reachable; everything else needs a phone call before you commit.
