Off-Grid Living in Vernon Parish, Louisiana

Vernon Parish, Louisiana is one of the more workable spots in the state for off-grid-minded buyers, mostly because so much of the unincorporated parish is zoned "Rural" and that zoning designation is specifically exempted from the parish's development code. That said, "exempt from zoning" doesn't mean "exempt from everything." Building, septic, and address requirements still apply. Here's what I found researching this parish, and where the record runs thin.

Zoning. The Vernon Parish Police Jury adopted a development code back in 2014, but it carves out land zoned "Rural," which covers most unincorporated acreage, from its use standards. If your land carries that designation, parish-wide zoning restrictions largely don't touch you. Incorporated towns like Leesville, Anacoco, Hornbeck, New Llano, Rosepine, and Simpson each run their own separate zoning, so confirm town limits before assuming Rural status applies.

Dwellings, tiny homes, and RVs. I could not find a parish-specific ordinance addressing tiny homes, THOWs, or RV living as a distinct category. As of March 2025, building permitting for Vernon Parish moved to the Rapides Area Planning Commission (RAPC), which likely applies the standard state building code without a parish carve-out for tiny homes, but this isn't confirmed. Ask RAPC directly before you build small or unconventional.

Building permits. Since March 18, 2025, RAPC handles permits and inspections for Vernon Parish, using the Louisiana State Uniform Construction Code (a statewide code, not a parish invention). A 911 address and, where required, a septic permit have to be in place before RAPC issues a construction permit. There's a local RAPC inspector's office in Leesville.

Septic and composting toilets. This is state-regulated but locally administered: the Vernon Parish Health Unit issues septic/sewer permits under Louisiana Department of Health rules. Louisiana does allow an owner to install a non-mechanical septic system themselves for personal use, but you can't hire unlicensed help for any part of it. Composting toilets aren't addressed in anything official I found for this parish, so don't assume they satisfy a permit requirement without asking the Health Unit first.

Greywater and rainwater. No parish-specific rules exist for either; both default to the state Plumbing Code baseline. I'd still confirm specifics with the state before building a reuse system.

Wells. No parish well ordinance was found; well construction and registration are handled at the state level.

Off-grid utility living. Nothing in the parish code forces a grid hookup. But remember, going off-grid on power and water doesn't exempt any occupied structure from RAPC building permits or Health Unit septic permitting.

Bottom line: Rural zoning gives you real breathing room here, but permits for building and septic are alive and well and now run through a regional commission rather than the parish itself.
