Off-Grid Living in Red River Parish, Louisiana

I'll be upfront: Red River Parish, Louisiana is one of those places where the official paper trail is thin, so a lot of this comes with an asterisk telling you to call and confirm. I'm not a lawyer, and I haven't personally built or lived off-grid here, this is just what I found digging through official sources.

Zoning. I could not find a published countywide zoning ordinance on the Police Jury's own site (rrppj.org) or on a municode host. Red River Parish is governed by the Red River Parish Police Jury under Louisiana Revised Statutes 33:1236-1244, which gives it broad authority to set policy, but whether that authority has been exercised into a formal zoning code for unincorporated land isn't confirmed from what I could verify. A secondary source suggests limited zoning in unincorporated areas, but I couldn't check that against an actual ordinance. Incorporated towns like Coushatta may have their own separate rules, also unconfirmed. Call the Police Jury before assuming anything about where you can put a dwelling.

Dwellings, tiny homes, RVs. No parish-specific rule on tiny homes or RV occupancy turned up. Absent a documented local variance, the statewide LSUCC-adopted building code (which includes the IRC/IBC and Appendix Q for tiny houses) is the default baseline.

Building permits. The Police Jury does run a permits function with a designated Permit Officer, and general building permit info is posted on its site. No parish-specific code amendments were found, so it looks like the parish administers the statewide code baseline rather than its own custom rules.

Septic and composting toilets. This one runs through the state: the Louisiana Department of Health's Office of Public Health, with a local Red River Parish Health Unit, handles individual sewage system approval. Engineering plans can be submitted through LDH's online Engineering Services portal. Composting toilets aren't addressed anywhere I found officially, so treat that as an open question for the Health Unit.

Greywater. No parish ordinance found. Default is the statewide Louisiana Plumbing Code, which restricts greywater reuse to certain fixtures under its "nonpotable water reuse system" framework.

Rainwater harvesting. No parish restriction found; the state plumbing code treats rainwater separately from greywater and generally allows harvesting under storm-drainage provisions.

Utilities. No parish ordinance mandates hookup, and Louisiana generally protects your right to connect if you want to, but nothing forces you to. This one's genuinely open at the local level.

Bottom line: septic, wells, greywater, and rainwater follow clear state frameworks. Zoning and dwelling rules are the real unknowns here, and that gap is worth resolving with a phone call before you commit to land.
