Off-Grid Living in Wesley, Maine

I'll be straight with you: Wesley, Maine is one of those towns where the paper trail runs thin. I went looking for a zoning ordinance, a building code, anything posted by the town itself, and what I found instead was a University of Maine Law School library guide noting that Wesley-area ordinances are simply "not posted" anywhere official. That doesn't mean there's no local oversight, Wesley does list a Code Enforcement Officer and a Planning Board, which tells me some land-use administration exists. But whether there's a formal zoning ordinance governing where and how you can build, live in an RV, or occupy raw land is genuinely unclear from what's publicly available, and I'm not going to pretend otherwise.

Here's what I do have more confidence in: Maine state law sets a floor for building codes. Municipalities under 4,000 residents, which absolutely includes Wesley at around 122 people, are not required by the state to enforce the Maine Uniform Building and Energy Code (MUBEC). But here's the twist that matters if you're hoping to skip permits entirely: those same small towns are also not allowed to adopt some looser substitute code of their own. So Wesley's building permit process, which the town does maintain through its Town Office, exists in a bit of a gray zone between "must enforce MUBEC" and "no code at all." Don't guess here, call and ask what's actually required before you build.

Septic and greywater are on firmer ground. Maine CDC's statewide Subsurface Wastewater Disposal Rules govern how you handle wastewater no matter where you are in the state, and Wesley has a Plumbing Inspector (who doubles as the Code Enforcement Officer) who issues the local permits. That system applies whether you're putting in a conventional septic system or looking at composting toilets and greywater reuse, same state framework, same local permit step.

Wells and rainwater harvesting I found much less on. Wells would follow Maine's general state well construction standards, and I didn't turn up anything specific to Wesley layered on top. Rainwater harvesting, similarly, doesn't appear to be addressed anywhere I could find, which likely means it's unregulated in practice given the absence of a posted zoning ordinance, but that's my read of an information gap, not a confirmed green light.

If you're serious about going off-grid in Wesley, my honest advice is to start with a phone call to the Town Clerk, since I couldn't verify an official town website separate from the state's directory listing.
