Off-Grid Living in Machias, Maine

I've been digging into what off-grid living actually looks like in Machias, Maine, and the short version is: Machias is a zoned town, not a wide-open rural blank slate. That surprises some people who assume "Down East Maine" means no rules. It doesn't.

Zoning. Machias has adopted its own Shoreland Zoning Ordinance, which every Maine municipality is required to have under the state's Mandatory Shoreland Zoning Act (administered by the Maine DEP). That ordinance kicks in within 250 feet of the Machias River, tidal waters, and other protected water bodies, and it applies to land use activities even when no permit is otherwise needed. Outside the shoreland band, the Town's own Building Permit Ordinance, enforced by the Code Enforcement Officer and Planning Board, governs building activity. If you're eyeing raw land here, find out from the Town Office whether your parcel falls in the shoreland zone before you plan anything.

Dwellings, tiny homes, RVs. The Building Permit Ordinance defines "building" broadly, including mobile homes and anything with a roof used for people or goods, so a tiny house or similar structure likely needs a permit. Small accessory buildings under 150 square feet (sheds, playhouses) are exempt. I did not find a specific Machias provision addressing RVs as permanent residences, so I'd call the Code Enforcement Officer directly before assuming you can live in one long-term.

Building permits. Machias requires a permit before constructing, altering, or moving a building, including additions to existing structures. There's an application fee (amount not something I'd guess at, confirm with the Town Office) and permits expire if construction doesn't start within a set window from issuance, unless the Planning Board grants an extension.

Septic and greywater. No Machias-specific septic ordinance was found beyond the state's Subsurface Wastewater Disposal Rules. Maine requires every town to have a Local Plumbing Inspector, appointed locally but licensed by the state, who reviews septic permits. Greywater systems fall under this same state framework since no town-specific rule was located. Composting toilets and alternative systems still go through this office.

Rainwater and wells. I found nothing in Machias's published ordinances addressing rainwater harvesting one way or the other. Private wells aren't separately regulated by the town either, though if your well sits within the shoreland zone, its siting has to respect the Shoreland Zoning Ordinance's setback rules.

Utility disconnection. There's no outright ban on living off-grid that I could find, but don't read that as a green light to skip permits. A dwelling still needs a building permit, and shoreland zone compliance applies regardless of whether you're hooked to the grid.

Bottom line: Machias isn't hostile to off-grid living, but it's not unregulated either. Call the Town Office before you buy or build.
