Off-Grid Living in Machiasport, Maine

I've been digging into Machiasport, Maine for anyone thinking about building or living off-grid there, and the honest answer is: it's more workable than a lot of towns, but it's not a free-for-all either. Here's what I found.

Zoning. Machiasport doesn't have a comprehensive, district-based zoning map covering the whole town. What it does have is the state-mandated Shoreland Zoning Ordinance (adopted 1992, with a 2013 revision attempt voted down by townspeople 24-18), which governs land near water. Outside that shoreland zone, land use runs through the town's Building Permit Ordinance and Planning Board review rather than a zoning code with districts. So if you're not near the shore, you have more flexibility, but you're not truly unregulated, the Planning Board still weighs in.

Dwellings, tiny homes, RVs. I couldn't find a Machiasport ordinance that specifically addresses tiny homes or RV living. The town has a Mobile Home Park ordinance, but I found no detail on RV or tiny-home occupancy standards. Treat this as an open question and call the Town Office before you buy land assuming you can park a camper on it long-term.

Building permits. The Planning Board requires a building permit for any free-standing structure over 120 square feet or for changing a property's use. The Code Enforcement Officer (who reports to the Board of Selectmen) handles inspections of plumbing, electrical, and construction, and enforces shoreland zoning. If your driveway hits a state road, you'll also need a Maine DOT driveway/culvert permit attached to your building permit.

Septic and composting toilets. Maine's Subsurface Wastewater Disposal Rules (state-level, administered by Maine CDC) govern septic design, and locally the Code Enforcement Officer acts as the Local Plumbing Inspector who issues plumbing permits. Holding tanks are generally not allowed if a standard septic system is feasible on the lot, and under state rules a holding tank can't be used for first-time residential development unless the town has adopted a Model Holding Tank Ordinance. Machiasport does have its own Holding Tank ordinance on the books, so ask the Town Office what it currently allows.

Greywater. No town-specific rule turned up. This falls under the state's Subsurface Wastewater Disposal Rules, enforced locally by the CEO.

Rainwater harvesting. I found no state or town rule addressing this either way, which usually just means it isn't specifically regulated, but confirm with the Town Office if you're planning a big cistern system.

Wells. No Machiasport-specific well ordinance beyond the state's Well Water Program siting standards was confirmed. Building permit applications elsewhere in the region ask for proof you can supply water and dispose of sewage properly; Machiasport's own application should be checked at the Town Office.

Off-grid utility disconnection. No ordinance explicitly bans living without grid utilities. Practically, though, you'll still need to satisfy the building permit, shoreland zoning, and septic/plumbing permit requirements, all enforced by the same Code Enforcement Officer.

Bottom line: Machiasport is more permissive than towns with full zoning codes, but "less regulated" isn't "unregulated." Call the Town Office before you commit to land.
