Off-Grid Living in Steuben, Maine

I've been digging into Steuben, Maine for anyone thinking about setting up off-grid, and the honest headline is: this is a small town with thin paper trails, so a lot of what you'd want confirmed in writing just isn't published anywhere I could find. Here's what I do know, and what you'll need to call about.

Zoning. Steuben apparently never adopted its own comprehensive zoning ordinance. The state's Board of Environmental Protection stepped in and imposed the Shoreland Zoning Ordinance on the town because Steuben didn't adopt a suitable one itself. That means if you're within 250 feet of a great pond, river, tidal water, or wetland, or within 75 feet of a stream, you're under state shoreland rules, administered locally. Outside those shoreland strips, I couldn't confirm any general land-use ordinance governing raw land in Steuben. That's not the same as "anything goes," it likely just means the rules aren't published in a way I could locate, so call the town before you assume.

Dwellings, tiny homes, RVs. Nothing specific on record from Steuben. I'd treat this as genuinely open until you talk to the town office or Code Enforcement.

Building permits and codes. Maine's statewide building energy code (MUBEC) doesn't automatically apply to every small town, and Steuben's population puts it in the range where adoption isn't mandatory. The town does list a Fire & Building Code Enforcement function, but whether that means a full local building permit process is not confirmed. Ask the Code Enforcement Officer directly.

Septic and greywater. This one's clearer: Maine's statewide Subsurface Wastewater Disposal Rules apply everywhere in the state, including Steuben, and are enforced locally by the town's Code Enforcement Officer, whose state-defined job includes plumbing and subsurface wastewater enforcement. So septic systems, including alternative and composting setups that meet code, are permitted under state rule, with the town CEO as your point of contact. Greywater falls under the same rulebook.

Rainwater harvesting. No restriction found at state or town level. That doesn't guarantee zero rules, it means I found nothing on the books either way.

Wells. Governed by the statewide Water Well Commission standards; no Steuben-specific well ordinance turned up.

Utility disconnection. No ordinance found that bans or specifically regulates living off-grid from utilities. Any real-world requirements would come indirectly, through septic, well, and building code enforcement if that's active.
