Off-Grid Living in Winston County, Mississippi

I've been digging into Winston County, Mississippi for anyone thinking about buying land and living off-grid there, and the short version is: this is one of those places where "unzoned" is close to the truth, but you still have real state rules to deal with, especially on septic.

Zoning. Winston County's Board of Supervisors does not run a countywide zoning ordinance. That's not unusual in Mississippi, plenty of rural counties never adopted one. Zoning only kicks in once you're inside the city limits of Louisville (the county seat) or Noxapater, and those towns run their own zoning and building departments. If your land is out in the unincorporated county, there's effectively no zoning authority looking over your shoulder, but always confirm this with the county directly since "no ordinance found" isn't the same as "guaranteed forever."

Dwellings, tiny homes, RVs. I could not find an official Winston County document that spells out rules for tiny homes or full-time RV living. That's a gap, not a green light. Mississippi generally leaves this to county discretion, and since Winston County hasn't published anything specific, I'd call the Board of Supervisors before assuming you can live in an RV or tiny home long-term on raw land.

Building permits. Mississippi is a state that does not enforce one uniform building code, it's up to each city or county to adopt the IBC/IRC or not. I found no confirmation that Winston County has a building department covering unincorporated land. Louisville and Noxapater almost certainly enforce their own codes inside town limits. If you're building outside those towns, call the county to find out if any permit process applies to you at all.

Septic. This one is clear: the Mississippi State Department of Health (MSDH) regulates all onsite wastewater statewide under its Individual On-Site Wastewater Disposal Law, and Winston County is confirmed on MSDH's list of covered counties. You'll need a construction permit before installing a system, a licensed installer, and an MSDH inspection before backfill. This runs through the local public health office acting as MSDH's agent.

Greywater. No separate Winston County rule exists. It falls under the same MSDH onsite wastewater program as septic.

Rainwater harvesting. Nothing county-specific restricts it, and Mississippi's state baseline is permissive, so this looks fine, but always check with the county if you're doing anything large-scale.

Wells. Well construction and groundwater fall under the Mississippi Department of Environmental Quality (MDEQ) statewide. I found no separate Winston County water authority.

Utilities. No county ordinance addressing mandatory grid connection was found, so this defaults to Mississippi's general state-level position, which can restrict full disconnection for some systems. Worth confirming directly if this matters to your plan.

Bottom line: Winston County is refreshingly light on regulation outside its two towns, but "not found" isn't the same as "not regulated." Septic is the one area where the rules are firm and statewide. Everything else, call before you build.
