Off-Grid Living in Franklin County, Mississippi

I'll be upfront: Franklin County, Mississippi is one of those rural counties where the paper trail is thin. There's no published, adopted countywide zoning ordinance and no dedicated planning/zoning or building department page on the county's official site. That's not unusual in rural Mississippi, since counties aren't required to adopt zoning under Miss. Code § 17-1-15, and many simply haven't. So a lot of what follows is "state baseline applies, county-specific rule not confirmed," and I want to be honest about that rather than guess at ordinance numbers that don't exist in my research.

Zoning and raw land. I found no zoning ordinance or map for unincorporated Franklin County. The Board of Supervisors sets general growth policy, but there's no evidence of an adopted land-use code outside the incorporated towns (Meadville, Bude, Roxie), which may have their own separate rules I haven't covered here. If you're eyeing unincorporated land, the lack of zoning could work in your favor, but confirm current practice with the Board of Supervisors or Chancery Clerk before you buy or build.

Dwellings, tiny homes, RVs. No county ordinance addressing these was found. Absent that, Mississippi's default of county discretion applies, and I can't confirm what Franklin County actually allows in practice. Ask the Chancery Clerk's office.

Building permits and codes. Same story, no building department or adopted residential code found. Mississippi doesn't mandate a statewide code, leaving it to each county, so whether Franklin County has adopted anything is unverified from my sources.

Septic and composting toilets. This one is solid: the Mississippi State Department of Health runs a statewide Onsite Wastewater Program, and Franklin County is explicitly listed among the counties it serves. New septic systems need an MSDH permit and site/soil evaluation, and MSDH also certifies alternative systems, including composting-type options. Applications go through MSDH directly.

Greywater. No county exemption exists, and Mississippi has no statewide greywater carve-out either, so greywater is generally folded into the same MSDH-permitted onsite wastewater system.

Rainwater harvesting. No county restriction found, so the state's general allowance applies by default.

Private wells. These fall under the Mississippi Department of Environmental Quality statewide, with no Franklin County supplemental ordinance located. MDEQ handles well construction standards and groundwater permitting.

Utility disconnection. No county ordinance found on going fully off-grid electrically. The state baseline, off-grid generation is legal but full disconnection can hit code or utility snags, applies here by default.

Bottom line: for anything land-use or building related, the county's silence means you need to call the Board of Supervisors or Chancery Clerk directly before assuming anything is allowed.
