There's no Planning & Zoning department page, no Building Department page, and no county water authority page that I could find. That absence is itself informative, since it lines up with a common pattern in rural Mississippi counties: no countywide zoning ordinance and no adopted building code, with those functions either not existing at all in unincorporated areas or handled separately by the five incorporated towns inside the county (Eupora, Walthall, Mathiston, Maben, and Embry).

So here's the honest picture. For zoning, I could not confirm any countywide ordinance from the county, so if you're building in unincorporated Webster County it may be largely unregulated, but I can't confirm that with certainty, only that no county zoning code turned up. If your land sits inside one of the five towns, that town's own zoning and building department would govern instead, and you'd need to call them directly.
