I'll be upfront: Wayne County, Mississippi doesn't have much of an online paper trail when it comes to zoning and building codes, and that's actually useful information in itself. I dug through the county's official site, Municode/eCode360 listings, and state agency pages, and I could not find a published Wayne County zoning ordinance, zoning map, or countywide building code. That's consistent with a lot of rural Mississippi counties, which aren't required by the state to adopt zoning at all, but I can't confirm from an official source that Wayne County has zero zoning, only that I couldn't find one. If you're looking at unincorporated land in the county, your best move is calling the Wayne County Board of Supervisors directly to ask point-blank whether any land-use or building rules apply to your parcel.

That uncertainty covers zoning, dwelling/tiny-home/RV rules, and building permits for unincorporated areas. One important exception: if your land is inside Waynesboro city limits (the county seat), the city's own code enforcement division does require building permits, per their site. Outside city limits, I found no equivalent county permitting office listed.

Where things get more solid is anything touching water and wastewater, because those run through state agencies regardless of what the county does locally. Private wells fall under the Mississippi Department of Environmental Quality (MDEQ) for construction standards and groundwater protection, plus MSDH involvement for water quality sampling. No Wayne County-specific well ordinance turned up, so the state standards are what governs here.

Living fully off-grid, disconnected from utilities, doesn't have a clear county-level answer either way in my research. There's no Wayne County ordinance I could find addressing it directly, so this one stays genuinely uncertain until someone at the county confirms it.
