Off-Grid Living in Warren County, Mississippi

I'll be upfront: Warren County, Mississippi is one of those places where the paper trail thins out fast once you leave Vicksburg city limits. There's no consolidated online county code (no Municode page for the county itself), so a lot of what I'd normally cite chapter-and-verse just isn't published anywhere I could find. That's not me being lazy, it's the actual state of public information here, and it means your best move is a phone call to the county Permit Division before you buy land or start building.

Zoning. For unincorporated Warren County, I couldn't locate a posted zoning map or ordinance text. The county's own site points zoning questions to the Permit Division rather than a self-service document. Vicksburg (the city) does have its own zoning code on Municode, but that only governs inside city limits, not the county at large.

Dwellings, tiny homes, RVs. Inside Vicksburg, RV camping is restricted to specific commercial/industrial zones as a special exception, with a sizable minimum park footprint, so casual full-time RV living outside a proper park is a no in the city. For the unincorporated county, I found no ordinance addressing tiny homes or long-term RV occupancy on private land one way or the other. Given most Mississippi counties without a specific rule tend to disfavor full-time dwelling in RVs or homes-on-wheels, I'd assume caution is warranted and confirm directly with the Permit Division.

Building permits. The county Permit Division (based at 1009 Cherry Street, Vicksburg) does handle permitting, including a "Application For Development Permit" form. Whether the county currently enforces a specific building code edition wasn't confirmable from an official source, a 2014 news report mentioned the Board of Supervisors opting out of the state's mandatory code, but that's not something I can verify officially, so treat current code status as unconfirmed.

Septic. This one's solid: the Mississippi State Department of Health regulates onsite wastewater systems statewide, Warren County included. Applications are handled through MSDH's forms, not a separate county health office.

Greywater. No standalone greywater rule was found separate from the septic framework, so assume MSDH's onsite wastewater permitting covers it too.

Rainwater harvesting. No county rule found. Vicksburg's building code exempts small tanks (under a certain size and height-to-diameter ratio) from permitting, but that's city-only, not confirmed for the unincorporated county.

Wells. No Warren County-specific well authority page turned up. Well drilling in Mississippi is generally a state-level matter.

Off-grid utility disconnection. No county ordinance found either allowing or barring full disconnection from the grid.

Bottom line: septic is clearly state-regulated and permit-required. Everything else in the unincorporated county, zoning, dwellings, building code, wells, rainwater, and full off-grid living, needs a direct call to the Permit Division to get a real answer, because it's just not published.
