Off-Grid Living in Harmony, Maine

I'll be straight with you: this is one of those small-town research briefs where I have to admit the trail runs cold pretty fast. Harmony, Maine is a tiny Somerset County town (around 825 people), and I could not find an official town website, zoning ordinance, or Municode/eCode360 page for it. What I found instead were unrelated "Harmony" towns in other states and some directory/genealogy sites I don't consider reliable enough to build a legal picture from. So most of what follows is "not confirmed," and I want to be upfront about that rather than guess.

Zoning. I have no confirmation of whether Harmony has adopted its own zoning ordinance or is unzoned. A lot of small rural Maine towns this size have minimal or no zoning outside of shoreland areas, but I can't say that's true here without the town's own records. State law (30-A M.R.S. §4451) does establish that municipalities appoint Code Enforcement Officers (CEOs) to enforce whatever local land use, shoreland zoning, plumbing, septic, and building rules exist, but that just tells me the mechanism exists statewide, not what Harmony has actually adopted.

Dwellings, tiny homes, RVs. No Harmony-specific rule found. Unclear whether living in an RV or tiny home year-round is addressed locally at all.

Building permits and codes. Maine's statewide building code framework (MUBEC) is administered through local CEOs per state law, but whether Harmony has adopted MUBEC or requires a building permit is not confirmed.

Septic and composting toilets. Maine handles subsurface wastewater disposal, including composting toilets, through state rules enforced locally by an appointed Local Plumbing Inspector (LPI). I couldn't confirm whether Harmony currently has one.

Greywater and rainwater. No Harmony-specific rules found either way; state baseline rules would presumably apply, but I can't point to Harmony language.

Wells. No town-specific well ordinance found; state well construction standards would apply by default absent a local rule.

Utility disconnection. No Harmony ordinance on living off-grid or disconnected from utilities was found.

Bottom line: for a town this size, the fastest and most honest path to real answers is a phone call to the Harmony Town Office. Ask directly: is there a zoning ordinance, who is the Code Enforcement Officer, is MUBEC adopted, and who serves as the Local Plumbing Inspector for septic and composting toilet permits. I'd treat anything else as a guess until you've heard it from them.
