Off-Grid Living in Renville County, North Dakota

I'll be upfront: Renville County, North Dakota is a small, lightly-documented county, and a lot of what turns up in a general search is actually for Renville County, Minnesota (a different county with its own land use ordinance). I've stripped all of that out. What's left is a mix of confirmed county and state rules, plus some real gaps I couldn't close from official sources alone.

Zoning. Renville County has a Planning and Zoning Department and adopted a countywide zoning ordinance (originally built around state animal feeding operation rules, adopted by the county commissioners back in 2002). But here's the local wrinkle: Van Buren Township and Rockford Township handle their own zoning and building matters separately from the county. If your land sits in either of those townships, you deal with the township officer, not the county office. Everywhere else, the county is your authority.

Dwellings, tiny homes, RVs. I couldn't find county-specific text on minimum dwelling size or living in an RV or tiny home. That's a real gap, not a "yes." Call Planning & Zoning and ask directly before you commit to a structure type.

Building permits. The county does require permits, issued through Planning and Zoning, covering building, demolition, and fencing. Again, the two townships mentioned above run their own process.

Septic and composting toilets. This one's solid: Renville County is covered by the First District Health Unit (FDHU), a multi-county health authority that permits onsite wastewater systems. Installation has to go through a state-licensed contractor (licensed by the North Dakota Department of Environmental Quality) and a final inspection is required before you backfill, otherwise the system is considered illegal. Composting toilets likely fall under this same permitting umbrella, though I found no rule carving them out separately.

Greywater. No distinct greywater policy exists at the county or FDHU level that I could find. Assume it gets folded into standard septic permitting unless FDHU tells you otherwise.

Rainwater harvesting. No county restriction turned up, and North Dakota has no statewide prohibition. If you're building anything large, like an underground cistern, that likely needs a building permit review from the county.

Wells. North Dakota doesn't regulate where you place a private well or its water quality, but well construction itself is regulated statewide under Water Well Construction Rules, and drilling must be done by a state-licensed contractor. A water appropriation permit only kicks in if you're pulling more than 12.5 acre-feet a year, well beyond typical domestic use.

Off-grid utilities. I found no Renville County ordinance requiring you to hook up to electric, water, or sewer utilities. That matches the state's general hands-off posture, but it's not independently confirmed from the county's own ordinance text.

Bottom line: the county's framework is real but thin in public documentation. Call ahead, especially about dwelling standards and township-specific rules.
