Off-Grid Living in Cavalier County, North Dakota

Cavalier County, up in the northeast corner of North Dakota, is one of those places where the honest answer to "can I do that off-grid?" is "it depends which township you're in." I want to be upfront about that patchwork nature before getting into specifics, because it genuinely changes the answer property to property.

Zoning. Cavalier County does not have countywide zoning. Instead, a specific list of townships have opted into zoning: Bruce, Elgin, Easby, Fremont, Hay, Hope, Langdon, Loam, Manilla, North, Olga, Osford, Seivert, South Olga, and West Hope. If your parcel sits in one of those, that township's ordinance (copies held at the Cavalier County Recorder's office) governs. Outside those townships, land is presumed unzoned and defaults to state baseline, meaning no zoning restriction from the county. The City of Langdon and other incorporated towns run their own separate ordinances.

Dwellings, tiny homes, RVs. I did not find a county-level minimum square footage or occupancy standard. This is likely a township-by-township or municipal question, so I'd call before assuming anything.

Building permits. No single countywide building code page exists. Permitting for unincorporated land likely runs through the relevant zoned township or the county commission, while incorporated towns like Langdon use their own adopted codes.

Septic and composting toilets. This one's clearer. The Cavalier County Health District refers environmental health matters, including septic, to the Lake Region District Health Unit (LRDHU), which licenses and permits new onsite sewage treatment systems (septic tanks, drain fields, cesspools, holding tanks) and handles inspections. Statewide, the ND Department of Environmental Quality licenses installers under state law, and installers need both a state license and a local LRDHU permit before starting work.

Greywater. No Cavalier County or LRDHU policy specifically addresses residential greywater reuse. Treat it as unclear and case-by-case, worth a direct call to LRDHU.

Rainwater harvesting. No county ordinance restricts it that I found. This inherits the state baseline, which is permissive, though a building permit could apply if you're installing a large underground storage tank.

Wells and water rights. Domestic wells are generally fine, but any well drilling, construction, or pump installation must go through a contractor licensed by the ND Department of Water Resources. Cavalier County also has its own Water Management District historically tied to state and federal water studies, relevant mainly to drainage and larger appropriations rather than a single household well.

Utilities. No county rule requiring grid connection turned up. State baseline applies: nothing in North Dakota law forces a grid tie-in, so off-grid solar setups are legal, subject to whatever a zoned township or municipality might separately require.

Bottom line: figure out your township's zoning status first, then work outward from there with the county and LRDHU.
