Off-Grid Living in Judith Basin County, Montana

Judith Basin County is one of those places where I have to be upfront: there just isn't much published countywide regulation to point to. This is a small, rural, agricultural county in central Montana (county seat Stanford), and a lot of what would normally be spelled out in a zoning code or building department webpage simply isn't posted publicly by the county. So this guide leans on Montana's state baseline in several spots, and I say so each time.

Zoning. Judith Basin County has a Planning Board, but I could not find a published countywide zoning ordinance or zoning map on the county's own site. County contacts have suggested that zoning questions get routed to the officials of whichever town the property is near (Stanford, Hobson, Geyser), which implies zoning here is a town-level thing, not a countywide one. Montana has no statewide zoning mandate, so unincorporated land in Judith Basin County appears to be largely unzoned, but confirm with the Planning Board before you assume anything.

Dwellings, tiny homes, RVs. No county-specific ordinance turned up. Montana has adopted IRC Appendix Q statewide for foundation-built tiny homes, and tiny homes on wheels get treated like RVs under the state framework. Nothing county-specific overrides that as far as I can tell.

Building permits. I couldn't find a Judith Basin County building code or building department page at all. Montana law exempts single-family homes from state building-code jurisdiction unless a county has opted in, and I found no evidence Judith Basin County has opted in. That leaves this genuinely unclear at the county level, so ask the courthouse directly.

Septic. This one is actually documented. Judith Basin County is served by Central Montana Health District, a shared public health environmental program covering Judith Basin, Musselshell, Wheatland, Golden Valley, and Petroleum Counties, based in Stanford. They handle septic permitting and maintenance recordkeeping. Montana DEQ sets the minimum statewide wastewater treatment standards that this district administers locally. Composting toilets are typically allowed as an alternative system with health-officer sign-off under the state baseline, though I didn't find a Judith Basin-specific composting toilet rule.

Greywater and rainwater. No county-specific rules found for either, so both inherit the state baseline: greywater used indoors through a compliant system is generally fine without a permit, while other reuse (like subsurface irrigation) faces more scrutiny; basic rooftop rainwater collection for personal non-potable use is not prohibited statewide.

Wells and water rights. This is handled through DNRC's Lewistown Regional Water Resources Office, which covers Judith Basin along with Cascade, Fergus, Golden Valley, Meagher, Musselshell, Petroleum, and Wheatland Counties. State law requires a permit for groundwater use over 35 gpm or 10 acre-feet a year, or any surface water appropriation; smaller domestic "exempt" wells can be drilled without a pre-drilling permit but still need a Notice of Completion/Groundwater Certificate filed.

Utility disconnection. Unconfirmed. No explicit county rule requiring grid or public water/sewer hookup for a single-family home turned up, but a septic approval or any future subdivision process could indirectly require documenting your water and wastewater plan. Confirm with county health and planning offices before you commit to full off-grid.
