Off-Grid Living in Webster County, West Virginia

Webster County, West Virginia is one of those places where the honest answer to a lot of off-grid questions is "check locally, because I couldn't confirm it from an official source." I dug through what's actually published by the state and county, and here's where things stand.

Zoning. West Virginia's Land Use Planning Act lets counties adopt zoning, but doesn't require it. I could not find an official record that Webster County has adopted a countywide zoning ordinance. Some commercial sites mention building activity happening freely in unincorporated parts of the county, but that's not an official source, so I'm treating zoning status here as unconfirmed. If you're planning to buy land and build off-grid, call the Webster County Commission directly and ask point-blank whether any zoning applies to your parcel.

Dwellings, tiny homes, RVs. No Webster County ordinance on minimum dwelling size, tiny homes, or RV occupancy turned up in my research. This is one of the "not confirmed" gaps, again best resolved with a call to the County Commission.

Building permits. Same story. State law authorizes counties to adopt the State Building Code, but doesn't force them to. I found no official Webster County page describing a building permit office or code adoption, so don't assume either way, ask the Commission before you build.

Septic and composting toilets. This one is clear. Septic systems statewide, including here, are permitted through the county health department (Webster County Health Department, in this case), following state standards set by the Bureau for Public Health's Office of Environmental Health Services. You need a permit before installing or modifying a system, and installation has to be done by a state-certified septic installer, not a DIY job. Some systems also need to clear an NPDES general permit through the WV Department of Environmental Protection before the county will issue a construction permit.

Greywater. No county-specific greywater rule exists; it falls under the same state onsite wastewater standards as septic, administered through the county health department.

Rainwater harvesting. Nothing found restricting it, at county or state level, so basic non-potable collection appears fine.

Private wells. Governed statewide by the Bureau for Public Health's Water Well Certification Program, using certified drillers. No separate Webster County well ordinance exists; the county defers to the state program.

Utility disconnection. No ordinance requiring you to hook up to utilities. Off-grid living isn't directly regulated here, it's only indirectly kept in check through septic and well permitting requirements.

Bottom line: Webster County leans on the state for almost everything, and where I couldn't find county-level confirmation, I've said so rather than guessing. A phone call to the County Commission and the Health Department will fill the real gaps.
