Off-Grid Living in East Haven, Vermont

I've been digging into East Haven, Vermont for anyone thinking about going off-grid here, and the short version is: this is a small, likely unzoned town in Essex County, which changes the picture a lot compared to towns with active zoning bylaws.

Zoning. I couldn't find an active zoning bylaw for East Haven on the Northeastern Vermont Development Association's (NVDA) regional planning page, which lists the town's "Town Plan" and "Zoning Bylaw" fields as empty. That points to East Haven being one of Vermont's unzoned towns, meaning land use defaults largely to state-level control (like Act 250 and DEC wastewater/water permitting) rather than a local ordinance. I want to be upfront that this is not fully confirmed, since small towns sometimes keep paper bylaws that aren't posted online. Call the Town Clerk before you buy land or build.

Dwellings, tiny homes, RVs. I found no East Haven-specific rule on minimum dwelling size, tiny homes, or RV living. Without a zoning bylaw, there's probably no local restriction, but again, confirm with the Town Clerk since unwritten local practices (fire safety, health) can still come into play.

Building permits and codes. Vermont has no statewide structural building code for single-family homes, and I didn't find a local building permit ordinance for East Haven. The statewide Residential Building Energy Standards do apply no matter what, so factor those in.

Septic and composting toilets. This one is firmly state-controlled. Since July 2007, the State of Vermont (through DEC) has had universal jurisdiction over wastewater and potable water systems statewide, including for cabins, yurts, and mobile homes, permit required. Wells. Private wells are governed by DEC's Wastewater System and Potable Water Supply Program plus the Vermont Department of Health's private well rules, including a state-level well testing requirement tied to property sales. No added East Haven well ordinance turned up.

Off-grid utility disconnection. Nothing requires hookup to municipal services, and the town doesn't appear to run municipal water or sewer anyway. But that state wastewater/water permit requirement still applies to any new system you build, off-grid or not.

Bottom line: East Haven leans state-governed rather than town-governed, but "not confirmed" shows up a lot in my notes here. This is exactly the kind of town where one phone call to the Town Clerk saves you a lot of guesswork.
