Off-Grid Living in Canaan, Vermont

If you're thinking about going off-grid in Canaan, Vermont, here's what I've been able to pin down researching town and state sources, and where I hit gaps that you'll need to close with a phone call.

Zoning. Canaan is a zoned town, not open land. The Town of Canaan adopted a Zoning Bylaw, most recently revised and approved by voters in March 2018, administered with maps and text hosted by the Northeastern Vermont Development Association (NVDA), the regional planning commission. There's also a Town Plan (a 2024 draft was circulating), but that's a vision document, not regulation, the Zoning Bylaw is what actually governs what you can and can't do with land. I couldn't pull specific district, lot-size, or setback numbers from the snippets I found, so before buying or building, pull the full bylaw PDF or call the Zoning Administrator directly.

Dwellings, tiny homes, RVs. I didn't find Canaan-specific language on minimum dwelling size, tiny homes, or living in an RV. This is genuinely unclear from my research, you need to ask the Zoning Administrator through the Town Office.

Building permits. Vermont doesn't have a statewide structural building code for single-family homes, that baseline lets towns set their own permit process. Because Canaan has enacted zoning, it has a Zoning Administrator, and most construction (including a single-family home) needs a permit from that office. Older records (pre-1999) are apparently kept in a Zoning Permits file at the Town Clerk's office.

Septic and composting toilets. Canaan doesn't appear to run its own health department or wastewater ordinance, so this defaults to the state: Vermont DEC's Wastewater System and Potable Water Supply Rules govern septic and composting toilet permitting. Confirm with DEC and the Town Office to be sure there's no local overlay.

Greywater. Same story, no Canaan-specific bylaw found. State DEC wastewater rules are the operative standard.

Rainwater harvesting. I found no Canaan or state restriction on catching rainwater. Treat this as permitted under the general state baseline, but always good to double check nothing's changed locally.

Wells. No Canaan-specific well ordinance turned up. Vermont DEC's private well statutes and construction standards apply.

Utility disconnection. The Town Plan talks about Canaan's responsibility for waste and recycling programs, but I didn't find any rule requiring hookup to municipal water or sewer. Canaan doesn't appear to run municipal water/sewer townwide, though village areas like Canaan village or Beecher Falls might have a water/sewer district with its own hookup rules, worth confirming with the Town Office before assuming you're free and clear.

Bottom line on confidence: the zoning and permitting picture is solid at the "yes, it's regulated, here's who to call" level, but a lot of the specifics (dimensional standards, RV rules, any village utility districts) weren't retrievable from what I could search, and I'd rather tell you that plainly than guess.
