Off-Grid Living in Piute County, Utah

Piute County is about as rural and low-population as it gets in Utah, and that shows up in an unusual way when you research off-grid rules here: as of the BYU Law Library's 2024 index of Utah county codes, Piute is flagged as the only county in the state with no ordinances posted online. That's not a knock on the county, it just means I can't hand you exact ordinance numbers or dimensional standards the way I could for a bigger jurisdiction. I'm going to be upfront about where things are confirmed and where they aren't.

Zoning. Piute County does have a Community Development Department that administers county subdivision and zoning ordinances and also assists the County Commission on public lands issues. But the actual ordinance text, whether you can legally camp or live in a tent, yurt, or RV on raw land, isn't published anywhere I could verify. You'll need to call Community Development directly.

Building permits. This one is confirmed and it's a real requirement. The county's own posted excerpt says it's unlawful to erect, construct, reconstruct, alter, or change the use of any building or structure without an approved building permit, and the county can't issue one unless plans conform to all regulations in effect. That provision was last updated by county ordinance in 2011. This is administered by the Piute County Building Inspector, and permits exist so the jurisdiction can verify adopted codes are followed.

Septic and wastewater. Piute County doesn't run its own health department, it's served by Central Utah Public Health Department (CUPHD), which handles septic permit applications, repair processes, and subdivision review. This flows from Utah's statewide wastewater rule framework, administered locally by CUPHD rather than a Piute County office. Composting toilet specifics aren't confirmed, ask CUPHD directly.

Greywater. No Piute-specific rule was found. The state's greywater rule, administered by local health departments including CUPHD, applies by default.

Rainwater harvesting. No county restriction on top of Utah's statewide allowance was found, so the state rule governs unchanged.

Wells and water rights. Drilling a well is a state function through the Division of Water Rights (State Engineer, Start Card process) regardless of county. CUPHD's environmental health division also handles related permits and forms regionally, so they're a useful local contact even though the drilling approval itself comes from the state.

Utility disconnection. I found no Piute County ordinance addressing whether you can legally live disconnected from grid water, power, or sewer. Given the zoning and building codes aren't fully published, this is genuinely unclear and worth a direct call to the Building Inspector or Community Development before you commit to a plan.

Bottom line: Piute County has real permit requirements on the building side, but a lot of the finer questions here depend on unpublished local rules, so a phone call before you buy land or start building will save you real headaches.
