Off-Grid Living in Luzerne County, Pennsylvania

I'll be upfront: Luzerne County, Pennsylvania is one of the more fragmented places I've researched for off-grid living, because the county itself doesn't run a health department and its zoning authority only covers part of its territory. If you're eyeing land here, the very first thing I'd figure out is which of the county's 76 municipalities your parcel sits in, because that answer changes everything else.

Zoning. The Luzerne County Department of Planning and Zoning administers zoning for 19 of the county's 76 municipalities under the 2021 Luzerne County Zoning Ordinance. The other roughly 57 municipalities, boroughs and townships, run their own zoning ordinances entirely independently (Luzerne Borough is one example, with its own 2020 ordinance). So there's no single answer to "can I live off-grid on raw land here" until you know which bucket your township or borough falls into.

Dwellings, tiny homes, RVs. I couldn't find a county-specific standard for tiny homes or RV occupancy. There was a 2025 article noting the county is considering addressing accessory dwelling units in a future ordinance update, but that's just talk right now, nothing adopted. Assume the state Uniform Construction Code (UCC) baseline applies until you check your specific municipality's zoning and building rules.

Building permits. These are handled municipally, not by the county, in order to comply with Pennsylvania's UCC. The county's own zoning ordinance leans on the UCC for flood-hazard construction standards, but day-to-day permitting is your local code enforcement officer's job.

Septic and composting toilets. With no county health department, on-lot sewage disposal is governed locally under the state's Act 537 Sewage Facilities Program. Each municipality (or joint group of municipalities) appoints its own Sewage Enforcement Officer (SEO), who reviews applications, issues permits, and inspects systems. Sugarloaf Township and Harveys Lake Borough both have their own on-lot disposal ordinances as examples.

Greywater and rainwater. I found no Luzerne-specific rules for either. Greywater falls under the state's sewage framework (Act 537) by default, meaning it's treated as sewage requiring an approved disposal method rather than something you can just dump on the ground freely. Rainwater harvesting is fine for non-potable uses under the general state posture, but it isn't approved as a standalone potable supply for a permanent residence.

Wells. Pennsylvania has no statewide well-construction standards outside a handful of local ordinances, and the Luzerne Conservation District confirms no county mandate exists either unless your specific municipality has its own ordinance. Testing your water regularly is on you, since private wells aren't covered by state safe drinking water testing mandates.

Utility disconnection. No countywide rule requires grid hookup. Since occupancy permits are local, any grid-tie requirement would come from your municipality's own code, not the county.

Bottom line: this is a "call your township" situation more than most places I've covered.
