Off-Grid Living in Carroll, Maine

I'll be upfront: Carroll, Maine is actually Carroll Plantation, a small organized plantation in Penobscot County with a population around 138 people. Plantations in Maine are minor forms of local government, and in my research I could not find any official Carroll Plantation website, code-hosting page, or published zoning/land-use ordinance. That's not unusual for a place this size, but it also means I can't tell you with confidence "there's no zoning" versus "there is zoning and I just can't find it online." The only way to settle that is a call to the Carroll Plantation Town Office.

Zoning and building codes. With no ordinance located, I'm marking zoning as not confirmed rather than assuming raw land occupancy is wide open. Dwellings, tiny homes, RVs. No local rule turned up in my research. Absent a local ordinance, this would likely default to whatever state framework applies to seasonal versus permanent dwellings, but again, confirm with the town.

Septic and greywater. This is where I have solid state-level footing regardless of Carroll's local status. Maine's Subsurface Wastewater Disposal Rules, run through the Maine CDC's Division of Environmental Health, govern septic systems, composting toilets, and greywater disposal fields statewide, typically administered through a Local Plumbing Inspector (LPI). Carroll Plantation would need to have someone serving in that LPI role, often shared regionally, so check with the town office on who that is.

Wells. Private well drilling falls under Maine DHHS's Drinking Water Program well water standards statewide. No separate plantation-level well ordinance was found.

Rainwater and off-grid utility disconnection. Neither state nor local rules specific to Carroll Plantation turned up in my research on these two points. I'd call them unclear until the town office weighs in.

Bottom line for anyone eyeing land here: the state-level rules on septic and wells are solid ground to build on, but zoning, building permits, and utility disconnection all hinge on whether Carroll Plantation has adopted anything locally, and that's a phone call away from confirmed rather than a web search.
