Off-Grid Living in Klickitat County, Washington

I've spent a good chunk of time digging through Klickitat County's official pages, and here's my honest read on what it takes to live off-grid there.

Klickitat County is a bit unusual for rural Washington in that it actually has a countywide zoning ordinance, administered by the Planning Department, rather than leaving land use unregulated. That means what you can do with raw land, whether that's camping on it, parking a tiny home, or building a cabin, depends on which zone your parcel sits in. I'd treat the interactive zoning map and a call to Planning as a mandatory first step before you buy or build anything.

On dwellings, I couldn't find a Klickitat County page that specifically addresses tiny houses on wheels or long-term RV living as a permanent residence. Absent a county-specific rule, the state baseline under RCW 19.27.031 and standard RV/park-model classifications likely apply, but I'd confirm directly with the Building Department rather than assume.

Building permits are handled locally by the Klickitat County Building Department, applying the state building code. A few things stood out to me here: you need to show proof of wastewater disposal before the county will even issue a building permit, you need a permit for a well house (plumbing only if it's small, plumbing plus building if larger), you're required to post your address at your property entrance, and a Certificate of Occupancy won't be issued until all this is squared away. If you're installing your own manufactured home, Title 16 of the county code applies, and you'll need to become an "Approved Homeowner" through a Washington L&I training course.

Septic is one of the better-documented areas. The county lets homeowners design and self-install a standard gravity septic system on non-shoreline property, following state WAC 246-272A, as long as you pass a Homeowner Installer Certification Exam. More complex sites need a licensed designer/engineer and installer. Septic permits are only valid for one year if unused, so timing matters. Greywater rules specifically for the county weren't confirmed in my research, so I'd assume the state WAC 246-274 framework, enforced locally by Environmental Health, applies.

Rainwater harvesting doesn't appear to have a county-specific restriction, so the statewide Department of Ecology approach is your baseline. Wells and water rights are more layered here: Klickitat is one of relatively few Washington counties with its own Water Conservancy Board, which can process water-right transfers locally instead of routing everything through Ecology. For exempt-well questions or anything not covered by the local board, Ecology's Central Regional office is your contact.

Bottom line on full utility disconnection: there's no outright ban, but the county's permitting chain (proof of wastewater disposal, a demonstrated legal water source, building code compliance) means off-grid living is administratively possible only if you clear each requirement separately.
