Off-Grid Living in North Kingstown, Rhode Island

I'll say upfront: North Kingstown is zoned, and it's a town that clearly enforces both zoning and building codes, so anyone dreaming of a quiet off-grid parcel here needs to go in with eyes open.

Zoning. North Kingstown is not unzoned land. The Zoning Ordinance (Chapter 21 of the town's Code of Ordinances, hosted by Municode) sets districts, lot sizes, and dimensional/setback requirements that vary by zone. You can check where a parcel falls using the town's AxisGIS mapping tool, Vision Appraisal, or by calling the Planning Department, which administers zoning designations. Don't assume raw land is free to use however you like; the district matters a lot.

Dwellings, tiny homes, RVs. I couldn't find North Kingstown-specific language on tiny homes or RVs as permanent residences. The general rule in most Rhode Island towns is that dwelling unit definitions and occupancy come through the zoning ordinance plus the State Building Code, both enforced locally. I'd call this restricted until you confirm specifics with the Building Official's office.

Building permits. The town's Code Enforcement Department enforces the Rhode Island State Building Code (that's a state-level code, applied locally) along with the town's zoning ordinance and Property Maintenance Code. Permits can be filed through the town or via the state's permits.ri.gov portal.

Septic and composting toilets. This is one area where North Kingstown has its own layer on top of state rules. The town's Wastewater Management District Ordinance (adopted by Town Council, in effect since 1999, found in Chapter 8 Article VIII of town code) requires periodic inspection or pumping of onsite systems, on a recurring cycle set by the town. Design and setback requirements for septic systems themselves come from RIDEM's statewide OWTS rules (their Rule 6.23 covers minimum setbacks). Composting toilets aren't addressed anywhere I found in town materials, so that's genuinely unclear, best to ask RIDEM's OWTS program directly.

Greywater. No town-specific greywater ordinance turned up. Whatever applies would default to RIDEM's statewide rules, so treat this as state-level and unconfirmed at the local level.

Rainwater harvesting. I found nothing in North Kingstown's code restricting rainwater collection, and Rhode Island generally doesn't restrict it either. I'm calling it permitted, but confirm with the town if you're doing something large-scale.

Wells. Private wells fall under state RIDOH oversight; I didn't find a town-specific well ordinance beyond incidental mentions on the Water Supply/Wastewater Management pages.

Off-grid utilities. There's no town ordinance I could find that specifically addresses living disconnected from the electric grid or municipal water, but the State Building Code (enforced locally by Code Enforcement) generally requires potable water and sanitary facilities for a home to be considered occupiable. That's a real hurdle for full off-grid setups, worth discussing directly with the Building Official before you commit to a plan.

Bottom line: the state sets a lot of the baseline (building code, septic design, well rules), but North Kingstown adds its own septic inspection requirement and administers zoning tightly through Planning and Code Enforcement. Call before you build.
