Off-Grid Living in Little Compton, Rhode Island

I've been digging into what off-grid living actually looks like in Little Compton, Rhode Island, and the short version is: this is a zoned town, and that changes the picture quite a bit from the "unzoned rural county" scenarios I cover elsewhere.

Zoning. Little Compton operates under a formal zoning ordinance (Chapter 14), adopted under Rhode Island's Zoning Enabling Act of 1991 (RIGL 45-24-27 through 45-24-72). That means the town, not just the state, dictates what you can do with a parcel: dimensional requirements, lot creation rules, and use restrictions are all locally administered. If you're picturing bare land where you can just build whatever you want, that's not how it works here. Any use of land or structure has to conform to the zoning chapter, full stop.

Dwellings, tiny homes, RVs. The town does have a process for Accessory Dwelling Units, tied to state law (RIGL 45-24-31 and 45-24-73(a)), and it's handled through an administrative building permit rather than a full hearing. But I found nothing in the town code recognizing tiny homes or RVs as legal primary residences. Absent a specific local allowance, I'd assume the state baseline (which doesn't favor these as permanent dwellings) applies, and I'd confirm directly with the Planning & Zoning Department before making any plans.

Building permits. Building permits run through the town's Building Department, under the statewide building code. The town has been updating its zoning language in 2023-2024 to match new state legislation, mostly procedural stuff around Special Use Permits and permitting authority. I didn't find any local exemption from the state's Certificate of Occupancy requirement.

Septic and greywater. Septic systems (OWTS) in Little Compton are permitted by the state, specifically RI DEM's Office of Water Resources, not the town. DEM handles site suitability, design review, and installation inspections in stages. I found no town-specific composting toilet allowance, and greywater reuse isn't addressed locally either, it would fall under whatever state DEM rules apply generally. Both of these are worth a direct call to DEM before you commit to a system.

Rainwater and wells. I didn't find any town restriction on rainwater harvesting, so the generally permissive state approach should apply, though it's not something Little Compton addresses specifically. Private wells look similarly open: the town has its own municipal Water Department, but I found no ordinance banning private wells, and well permitting is a Rhode Island Department of Health function statewide.

Full off-grid disconnection. I couldn't find any Little Compton carve-out from the state's expectations around utility hookups or potable water access. The zoning ordinance's stated purpose leans toward general welfare and orderly development, which in my experience is language that tends to work against unconventional off-grid setups when it comes time to get permits.

Bottom line: Little Compton is a real zoning town layered on top of Rhode Island's state rules, so nothing here is a free-for-all. Confirm specifics with the town before buying land with off-grid plans.
