Off-Grid Living in Sullivan County, Missouri

If you're looking at raw land in Sullivan County, Missouri, here's what I found digging through official sources.

Zoning. I couldn't find any Sullivan County Commission ordinance establishing countywide zoning, and no planning/zoning commission page for the county exists that I could locate. Missouri leaves zoning as a local option, and it looks like Sullivan County as a whole hasn't adopted it. That said, incorporated towns like Milan may have their own rules, so if your parcel sits inside a town's limits, check with that town directly. Unincorporated land appears to be free of county-level zoning, but I'd confirm with the County Commission before assuming anything.

Dwellings, tiny homes, RVs. Same story: no county-level rule found. The City of Milan has adopted the International Building Code by ordinance, so inside Milan, IBC standards apply. Outside city limits, I found nothing regulating dwelling type or size.

Building permits. Only Milan's IBC adoption turned up in my research. Unincorporated Sullivan County appears to have no building code or permit office, consistent with the fact that many rural Missouri counties simply haven't adopted one.

Septic. This is where the county actually shows up. The Sullivan County Health Department, based in Milan, administers onsite sewage disposal permits under Missouri DHSS's statewide standards. If you're putting in a septic system or repairing one, you'll need to apply through that office. Composting toilets aren't addressed separately in anything I found, so I'd ask the health department directly how they'd want one handled.

Greywater. No Sullivan County or state DHSS rule specific to greywater reuse turned up. This is genuinely unclear, ask the Health Department for their read on it.

Rainwater harvesting. No local restriction found, so the general Missouri baseline (permissive) applies. Nothing county-specific to flag.

Wells. This is entirely a state matter. Missouri's Water Well Drillers Act and DNR's Well Construction Rules set standards and require licensed drillers and permits, but Sullivan County itself doesn't run a separate well permitting program. Any driller you hire should be state-permitted.

Off-grid utilities. No ordinance requiring hookup to electric, water, or sewer utilities was found at the county level, matching Missouri's general hands-off stance here.

Bottom line: Sullivan County's own regulatory footprint is thin, mostly septic permitting through its Health Department. Everything else defaults either to state law or to whatever town you're near.
