Off-Grid Living in Roseau County, Minnesota

I've been digging into what off-grid living actually looks like in Roseau County, way up in Minnesota's northwest corner, and I want to be upfront: this is one of those counties where the official paper trail has real gaps. I'm laying out what I could confirm and where you need to just pick up the phone.

Zoning. Roseau County runs a Shoreland Management Ordinance, which is the county's own document and administers the state's shoreland rules (Minnesota Rules 6120.2500-6120.3900) for any property near a lake or river. That's confirmed. What I could not confirm is whether the county has a separate general zoning ordinance covering raw, non-shoreland rural land in the townships. Minnesota state law (Chapter 394) gives counties that authority, so it's likely something exists, but I couldn't pull the actual ordinance text. The City of Roseau has run its own zoning and subdivision rules since 1975, but that only applies inside city limits. If you're eyeing bare land in an unincorporated township, call the county directly before you assume anything.

Dwellings, tiny homes, RVs. Not confirmed at the county level. I found no official Roseau County page addressing minimum dwelling size, tiny homes, or RV living as a permanent residence. Don't trust generic "tiny home law" blogs that throw out square-footage numbers, none of that is Roseau-specific or official. Ask the county or township zoning office.

Building permits. Inside the City of Roseau, permits are required for all construction and the city uses the 2020 Minnesota Building Code, enforced by the city's Building Official. Outside city limits, whether the county or individual townships have adopted the State Building Code isn't confirmed, adoption outside the Twin Cities metro is optional for counties, so this is a real "call and ask" item.

Septic. This one's solid. Minnesota requires every county to run an SSTS (septic) program meeting state minimums, and Roseau County does, it's even received state (BWSR) grant money for low-income septic upgrades. So septic systems are permitted and county-administered. Composting toilets specifically aren't addressed in anything I found at the county level, so I'd assume the state MPCA baseline rules apply until told otherwise.

Greywater and rainwater. Both not confirmed. No county-specific ordinance turned up for either. Greywater typically lives inside a county's SSTS ordinance text, which I couldn't access; rainwater barrel collection is generally unregulated statewide, with only plumbed indoor systems needing state plumbing code review.

Wells. Straightforward: private wells statewide fall under the Minnesota Department of Health Well Code, and Roseau County is served by MDH's Bemidji district office. No additional county well ordinance was found.

Utility disconnection. Not confirmed either way. No ordinance requiring you to stay tied to the grid turned up, but I also found nothing explicitly protecting the right to disconnect. This is exactly the kind of thing that would live in that general zoning ordinance I couldn't verify.

Bottom line: septic and wells are well-documented and state-backed. Zoning, dwellings, and utility questions have real holes, so treat the county planning office as your first call, not your last resort.
