Off-Grid Living in Hanover, Maine

Hanover, Maine is a tiny Oxford County town (pop. under 300), and honestly, my research turned up much less on the books here than in bigger towns, which cuts both ways for anyone eyeing off-grid life on a rural parcel.

Zoning. The one thing I can confirm officially is that Hanover, like every Maine municipality with shoreland, is required by the state's Mandatory Shoreland Zoning Act to regulate land within 250 feet of great ponds, rivers, and freshwater wetlands, and within 75 feet of streams. That ordinance is locally administered but must be approved by the Maine DEP Commissioner. Outside that shoreland strip, I could not find a general town-wide zoning ordinance for Hanover. It's plausible the town is effectively unzoned for upland parcels, which is common in small rural Maine towns, but that is not confirmed. Call the Hanover Town Office or Planning Board before assuming anything.

Dwellings, tiny homes, RVs. Nothing Hanover-specific turned up on minimum dwelling size, tiny homes, or RVs as residences. Confirm directly with the town.

Building permits and codes. Maine's statewide building code (MUBEC) is optional for towns under 4,000 people, and Hanover qualifies for that exemption. Whether Hanover has locally adopted MUBEC or runs its own permit process isn't confirmed in what I found. The town's Code Enforcement Officer, who under state law must be certified through the Maine Code Enforcement Training and Certification Program, would be the one to ask.

Septic and composting toilets. No Hanover-specific rule beyond the state's Subsurface Wastewater Disposal Rules turned up. That statewide code is administered locally by whoever holds the Plumbing Inspector/CEO role in Hanover, so septic and composting systems should be permittable under standard state rules.

Greywater. Same story: no local ordinance found, so state rules requiring a licensed site evaluator and permit apply, administered locally.

Rainwater harvesting. I found no Hanover or state rule addressing this directly. Treat it as unregulated until told otherwise by the town.

Bottom line: Hanover has real, confirmed shoreland rules if you're anywhere near water or wetlands, but a lot of the rest is genuinely unsettled in the public record I could access. Small towns like this sometimes just don't have the ordinances that bigger municipalities do, so a phone call to the Town Office will save you guessing.
