Off-Grid Living in Vienna, Maine

I'll be upfront: Vienna, Maine is one of the more wide-open towns I've researched, at least on paper. There's no comprehensive, town-wide zoning ordinance here. The only real land-use zoning Vienna has is its Shoreland Zoning Ordinance, which every Maine town with water frontage is required to adopt under state law (administered locally, but the framework comes from Augusta). Outside that shoreland strip, town records I found, including selectmen's meeting minutes, say plainly that Vienna has no requirements on things like driveway widths or setbacks. That's a pretty rare situation, and it's worth double-checking with the town directly before you assume it still holds, since informal practice can shift.

If your land touches a lake, pond, river, or wetland, you're in the Shoreland Zoning Ordinance's jurisdiction, and that includes a Resource Protection District with real restrictions on development. Camping and RV use within the shoreland zone is capped, per the ordinance, at one campsite per lot (or a lot-area threshold, whichever is smaller). Outside shoreland areas, I couldn't find any distinct rule for tiny homes or RVs as permanent dwellings, which likely means it falls into that same "no zoning ordinance" gap, but I'd confirm that with the Code Enforcement Officer rather than assume it.

Vienna does maintain a Building Ordinance, and the town has a combined Code Enforcement Officer / Local Plumbing Inspector position, currently held by one person per meeting minutes. I wasn't able to pull the full text of the Building Ordinance, so I can't tell you permit thresholds or whether Maine's state building code (MUBEC) is formally adopted here; that's a direct question for the CEO.

Septic systems are handled through the state's Subsurface Wastewater Disposal (SSWD) rules, enforced locally by Vienna's Plumbing Inspector. A resident who wanted to add plumbing on non-shoreland land was told he needed an SSWD permit, which confirms this town doesn't have its own separate septic ordinance, it's the state rule administered locally.

Greywater and rainwater harvesting have no town-specific provisions I could find. Greywater would logically fall under the same SSWD/Plumbing Inspector authority as septic, but that's not spelled out anywhere I found, so treat it as unconfirmed. Wells fall under the state's Water Well Commission standards; there's no separate town well ordinance. And going off-grid on utilities in general doesn't appear explicitly restricted, though any building or plumbing work would still run through the Building Ordinance and SSWD permitting process.

Bottom line: Vienna is unusually permissive outside the shoreland zone, but "no ordinance found" isn't the same as "no rule exists." Call the town before you build.
