Off-Grid Living in Schuyler County, Illinois

I'll be straight with you: Schuyler County, Illinois is one of the harder places I've researched, because the internet keeps confusing it with Schuyler County, New York. I could not find an official countywide zoning ordinance or building department page on the county's own site. That doesn't mean there's no rule, it means I couldn't confirm one, and I'd rather tell you that than guess.

Zoning. Illinois doesn't require every county to zone, and the authority to zone rests with counties and municipalities under the state's Zoning Enabling Act. The only Schuyler County zoning document I could turn up was a Town of Catharine zoning ordinance, hosted on the county's own document center. That suggests zoning here may be handled at the township level rather than countywide. If you're eyeing a specific parcel, find out which township it sits in and ask that township directly, since the rules (and whether they even exist) can vary town to town.

Tiny homes, RVs, dwelling size. Not confirmed anywhere official. This would fall under whatever township zoning applies, plus Illinois's new statewide building code baseline that took effect under the Capital Development Board starting January 1, 2025. Whether Schuyler County or its townships have adopted that code, I don't know, call the County Clerk's office or the relevant township.

Building permits. Same story, no county building department page found. Ask before you build.

Septic. This one I can confirm. Illinois regulates private sewage disposal statewide through the Illinois Department of Public Health (77 Ill. Admin. Code Part 905), but local county health departments do the actual permitting. Schuyler County Health Department runs a Private Septic Program, so that's your office for a septic permit, and you'll typically need it sorted before a building permit is finalized.

Wells. Also state-framed, county-run. IDPH's Illinois Water Well Construction Code governs wells statewide, and the Schuyler County Health Department's Environmental Health division is the logical local office, consistent with its septic role, though I didn't find a dedicated well-permit page.

Greywater and rainwater harvesting. Not confirmed. No Illinois EPA, IDPH, or county page spelled out rules either way. Ask the Health Department's Environmental Health division directly, since they're the ones who'd weigh in on greywater as an extension of septic rules.

Utility disconnection. I found no Illinois statute or Schuyler County ordinance banning off-grid living or requiring a grid hookup. Any restriction would likely come indirectly through township zoning or a building code's habitability language, neither of which I could confirm here.

Bottom line: septic and well permitting run through the Schuyler County Health Department under state rules, that part is solid. Everything about zoning and building, though, is genuinely murky at the county level and probably lives at the township, so start there before you buy or build.
