Off-Grid Living in Woodruff County, Arkansas

I'll be upfront: Woodruff County, Arkansas is one of those places where the paper trail runs thin. I couldn't find a county planning or zoning department, no ordinance text, no Municode or eCode360 host for the county itself. That doesn't mean anything goes, it means the rules that do apply come from two different places: individual town governments (Augusta, McCrory, Cotton Plant, Patterson) and the State of Arkansas.

Zoning on unincorporated land. Arkansas state law lets county planning boards adopt zoning for unincorporated areas, but I found nothing showing Woodruff County has actually done this. If you're eyeing raw land outside any town limits, call the County Judge's office, that's the administrative authority for the county, and ask directly whether any zoning ordinance covers your parcel.

Dwellings, tiny homes, RVs. This is a town-by-town question here. I found no countywide rule, so if you're inside Augusta, McCrory, or Cotton Plant city limits, that town's own zoning and building rules govern. Outside town limits, it's back to the County Judge's office to ask what, if anything, applies.

Building permits. Arkansas's State Fire Marshal enforces a statewide fire code, but routine building permitting appears to run through individual town halls, not a county building department. I didn't find one.

Septic. This one's solid and statewide: the Arkansas Department of Health runs the Onsite Wastewater program, working through a county-level Environmental Health Specialist. That's true whether you're on-grid or off. There's a narrow state exemption for a single residence on ten-plus acres with the whole system set back well over 200 feet from every property line, but check with the county health unit before assuming you qualify.

Greywater. No Woodruff-specific rule; ADH's statewide onsite wastewater rule treats greywater as wastewater requiring an approved system like a septic tank and absorption field.

Rainwater harvesting. Nothing county-specific turned up, and Arkansas generally treats outdoor rainwater collection as unregulated. I'd still confirm with the county if you're doing anything large-scale.

Wells. Well construction and pump installation are licensed and regulated by the state's Water Well Construction Commission. No county-level well permit process showed up in my research.

Off-grid utility disconnection. I found no Woodruff County ordinance requiring hookup to electric, gas, or municipal water and sewer. Woodruff Electric Cooperative serves the area, but service availability isn't the same as a mandatory-connection rule. Your septic still has to meet ADH standards regardless of grid status.

Bottom line: this is a county where you do more phone calls than website reading. Start with the County Judge's office and the town hall nearest your land.
